Windows - Explorer.exe Not Working

So I've been trying to fix the issue when starting my computer in normal mode, but there are no icons nor toolbar, just the background wall paper. Things I've tried are;

startup repiar - didn't work
sfc / scannow - Windows didn't find any violations
System Restore - I reset it to a week before didn't work
Windows Malware scanner - Didn't find anything
Deleted exlorer.exe - deleted from registry didn't work neither
When logged in windows normal mode I cannot bring up task manager with either CRT + ATL + DELETE, or CRTL + SHIFT + ESC.

Does anyone have any ideas?

have you tried to do these things in safe mode?

I'm already in safe mode. There's only the wallpaper in normal mode.

Can you try scanning the computer with Windows Security Essentials and Malwarebytes while in safe mode. Here is a link to what i've found so far.

You could always re-install windows from scratch...
