Can someone give a comparison of different LED/LCD types for home application

What is IPS ? What are other types ? How do they compare ?

Which is better for a new PC?

In a nutshell.

- TN panels are whats in your standard monitor. They are fast (<=5ms, 60hz) and cheap, typically have a max resolution of 1080p.
- 120hz TN panels can display an FPS of up to 120, but cost a fair bit.
- IPS is slower (5-10ms, 60hz) and more expensive than TN, but has much better color reproduction and viewing angles. Resolutions can be found up to 2560x1600.
- VA is a sort of halfway point between IPS and TN, but as far as I know they have largely fallen out of use.
- PLS, take the IPS benefits and amp them up a bit further. Very expensive.

Which is best for you depends on what your doing. If your gaming, then either of the TN panels is probably a better option. If your going to be video editing or otherwise using the rig for workstation purposes, then IPS or PLS (if you can afford it) is the better option.
