My computer wont start up with my graphics card inserted

When i turn on my PC it my videocard starts to blow air, stops quickly and blows again for 5 times after that it starts to blow on full speed but without image and my bios starts to choose the onboard-videocard and starts windows normally. It looks like it is not getting enough power to start my GPU but my powersupply was always good enough for my current PC. now i want to know which part is broken. my videocard, powersupply or my mainboard.

Any ideas?

Have you entered the BIOS and told the computer to use the add in card?

Yes it is preferring the add in card. When there is no add in card detected it starts the onboard one

what make and model PSU are you using? please list all computer parts.
