It's impossible with a intel hd 4000 to get decent fps, not even at 720p, it will not give more than ~20-25 fps(with the lowest settings).
Just lower your resolution to something like 1280x768 put all settings to low and I bet you'd be able to play it. Enable gpu scaling and check off maintain centered aspect ratio so that the screen doesn't seemed stretched. I can play planetside 2 with my i5 2500k/HD3000 with that resolution on low settings/low rendering with avg 35 fps.

All setting low, 1280x720, DX9. Not sure what kind of framerates I am getting... I would say 30ish. Not really sure how to tell what my FPS is. Anyone able to enlighten me?

New Technologies and newer generations of computer products will always be 'around the corner' if you follow that logic you'll never buy anything because 6-8 months after its release a newer & better product will be introduced and the cycle will go on and on and on..

If you want a better framerate, I would suggest installing the ultra-low mod.
There are:
Multiple tweaks to draw distances and LODs.
Tweaks to PostFX, including totally disabled SSAO and Depth of Field.
Tweaks to shadows.
Tweaks to reflections.
I have an I7 3770 with 8 GB Kingston 1600 on an AsRock Pro4. Playing Far Cry 3 on intel HD 4000 at 1280x768 with 25 FPS having details set to med-high w/o shadows.

I'm not going to lie, I was using only the HD 4000 on my i7-3770K before. It was so that I could save up for my GTX 660 at the time. I only had to wait 2-3 weeks.
