Radeon HD 4670m making my laptop brick?

Hello, Ok I'm almost certain my video card is causing my computer to blue screen almost instantaneously upon entering windows. In safe mode windows will run but with an almost unreadable screen dude to pixel scrambling.
I'm getting a 0x0000116 blue screen error.

So in short I have a 2 part question. Based off the above diagnostics do you think its my video card going kaput?
And if it is then is there anyway to replace it or am I just stuck with scrapping it for parts?
