So is it a bad idea to overclock my video card this way?

So while I game my 660 Ti boost clocks up to 1202MHz. Since my card rarely goes above even 65C when it hits 1202, how bad of an idea would it be to simply overclock the cards base clock to 1202MHz since it can handle it so easily when it boosts up to it?

And that is what graphics cards do, when not playing a game it goes into low power mode for example when just running in desktop mode. Its a hardware feature of the graphics card. It would be a waste to boost the base clock if you were just on windows desktop for example and you would see no gain at all in anything running.
