PC Hangs on BIOS Splash Screen, Starting Windows Screen, and Shut Down

Last night before I went to sleep, I shut down my computer like normal.

This morning when I woke up, I went to turn on my PC. I noticed that the "BIOS Splash Screen" (I don't know what you call it -- it's the screen displaying/advertising the mobo) stayed on the screen for about a minute or two.

After that, the a black screen loaded with a underscore blinking a few times on the upper left corner for another 10 seconds.

After that, "Starting Windows" screen displayed with the words "Starting Windows" only at first. This stayed on the screen for about a minute and a half. Then the Windows logo appeared and stayed for another minute. I noticed that the HDD activity light didn't really light up until before the login screen.

Finally the log in screen came on and the PC booted like normal. Important to note that the PC runs normally. No noticeable lags or anything.

When I went to shut down my computer, I noticed that that "Shutting Down" screen stayed on the screen for about a minute, when usually the computer would shut down in 10 seconds. Before it shut down, the HDD activity light went on.

I'm not sure what the issue is here. I'm currently on my second HD. The first one failed where the computer wouldn't boot at all.

I didn't install anything recently that may affect the PC.
