How much would be the lost of performance of the Gtx 650 ti in a Pci-express 1.0? thanks

I cant be 100% sure, but the difference in the lost of bandwidth you would get wouldnt be to noticeable really. I would worry more on a bottleneck on your CPU, what motherboard and CPU are you running?

You should be fine, but like I said your losing the "maximum" bandwidth it has to offer which will effect performance, but not on a scale thats noticeable.
