Video Card, or monitor ?

I just bought a brand new Sapphire 7870 Video Card, Runs great games look fantastic, But this is my only problem. When playing, I can see 2 very faint white lines across the bottom half of my monitor, When the screen is dark / or a black loading screen, it is noticeable. Would this be caused because my monitor is going out "only about 3 years old" or would this mean I need to RMA my brand new video card ?

Test the monitor independent of the gpu.
