XFX 6870HD making buzzing noise on boot, no display.

I just bought another xfx 6870 for a crossfire system and I tried installing the new card on it's own to see if it works okay. When I boot the PC the card just makes a buzzing noise and nothing appears on the display. I've tried all the outputs (hdmi, dvi, and mini-display) from the card. It is definitely the card because my other 6870 works perfectly. Any ideas? Thanks for any help

System specs:
Asus P6TD deluxe V2
i7 920 @ 3.8Ghz
6Gb corsair dominator @ 1600mhz
XFX 6870HD x 2 (including the one not working)
2 x OCZ vertex 2 RAID 0 (boot drive)
2 x 500gb seagate drives (spare)
750W Corsair HX modular supply.
I'm currently using windows 8

You were smart to install cards one at a time. It's good to do that because you can limit the time spent on troubleshooting that way. I would send it back and get a new one if you can.
