Is TV/DVD out really a substitute for dvd player?

I am building a new PC (my 5th). I've never had TV out on video card. I have no dvd player for my tv (do have for computer). Can a card with tv out really substitute for a DVD player or is it sub par?

Also, am considering ati radeon 8500 oem. Not interested in gaming on this system. Is the OEM version of this card adequate. TV is 31 inch CRT.

yes, of course, it can be a substitute with a pc dvd player.

the oem vers. is adequate even with a 31".


note:
this gc has also nice games perfs.



if you know you don't know, the way could be more easy.

If your not interested in games then I would recommend the All-in-wonder Radeon 7500. It's got the same rage theatre chip as the 8500 (the same DVD out) but it also has a RF remote control. The advantage of a RF remote over an IR remote is that the RF can travel through walls. You can have your computer in one room, your tv in another and the remote will work from either room.
