Powercolor Radeon 7950 no display

Sorry if this isn't where this post goes i'm new. This is my first build and i have everything put together but when i go to start it up for the first time, nothing shows up on the screen. I believe there is supposed to be some kind of a boot screen which allows me to access BIOS but i don't see anything happen on the screen and the monitor just shows no signal. All the fans are running fine including the one on the GPU. I can't test it with a on-board GPU because my motherboard doesn't have one. Here are my PC specs if it helps.

Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit)

It's probably a defective card. Can you test the card on some other PC? If it doesn't work, I suggest you RMA it.
