Just as the academic year started my HP decided that it didn't want to turn on anymore. I dunno if it's the power unit or the AC adaptor that is the cause... the easy way to test without me having to order parts is to try plugging the adaptor into something else. But the output is 30v, and I can't find anything else in my house that uses 30v. Anybody know of some common appliances or electronics that might?

Do you have access to a volt meter? If so, just measure the output. Some HP power supplies also had a green LED on the connector.

The little power bricks are normally pretty robust but do occationally burn out due to power spikes. I assume you have tried all of the standard things of trying a different outlet, power cord, and etc.
