Nvidia 8500GT 512 mb

There seems to be some problem during post after I installed this pci-e video card *nvidia 8500GT 512mb Mother board is a foxconn G31mxp. The computer boots up and works ok but my power light flashes on and off about every second. This was an older case and didn't have usb2 support so I changed to newer case. Now when I power up I hear 2 short beeps and then it boots up and when I see my desktop my taskbar is silver and blue and no buttons. After a short lag the buttons shows up and my icons slowly show up in system tray. Now after I changed cases my power light stays on but hard drive light does the same flashing on and off. I checked bios and it shows maxium payload as 128 (does that mean that a video card bigger the 128 can't be used or can this be adjusted). I am still using xp but I am sure the problem is with this video card but I can't understand why. I had this guy build it for me but I am not sure he didn't take a few short cuts. Any suggestions as to what I can do if there is anything? Also just for info I had this video card in another computer and it worked fine. Also using a 400 wat power supply and I have 2 hard drives but that all shouldn't be a problem. I think it is this video card versus the motherboard.
