Nvidia 650 ti has very high load % when idle

Ok so i am a first time builder having in the last month finishing my computer. I am having a issue with my Nvidia 650 ti EVGA ssc 1g video card. When i am not playing games the card is at 99% load which i don't believe is normal, and it feels sluggish in games. I have a 1360*768 resolution monitor and in the first 2 weeks of using it could play Far Cry 3 at between 50 to 60 FPS on high and very high detail. Now when i load it it cannot play over 40FPS. If it helps the card temperature also increased over the week from between 35 to 40 degrees Celsius to over 50. I don't know what to do anymore. I installed the new Nvidia 310.90 Driver and it just seemed to have broke my card. Even when i use the drivers that came with the card it still has high loads and higher than norm temps.
