New PC stuck on screen with Windows symbol

I just picked up a new computer and have hooked everything up. After pressing the power button the screen is black for about 10 seconds then I see a blue screen with the windows symbol on it.

Can anyone tell me what is going on here?

Windows could be messed up. I would suggest trying to reinstall it.
