With no overclock? Yes. However, it gives you little to no headroom and is dangerously close to the maximum output of the PSU, and I would suggest getting a better one.

But if you absolutely need it to, then it can.

Your current build will probably be using about 350 watts when stressed. This means that you only have 80 watts of headroom to play around with. Overclocking could over stress the cx430, but if you don't overclock, you should be able to use the cx430 for your build perfectly fine.
 
volts x amps = watts

The corsair has 32 amps on the 12 volt rail

The processor is rated for 125 watts operation
so ~10.5 amps
The graphics card is likely to draw about 100watts under gaming load

so thats another ~8 amps

There is plenty of headroom for moderate overclocking , but expect the psu fan to become noisier as it works to keep the psu cool

Real life loads tend to be higher for GPUs and some AMD processors (though I'm not sure about the Phenom II). You want to avoid even the possibility of drawing too much power from the PSU after all.

The phenom II can draw a peak of 223 watts! That's actually higher than even I estimated. Admittedly it is a benchmark and not real life testing, it's still less than a 100 watts away from the maximum rated power load of the PSU. Call me overly cautious but I hate pushing it further than that.
