GTX 560 ti 1005 usage! Why?

This is my first time on the forums... So recently i bought a new graphics card, the gtx 560 ti, and it seemed to running ok, but not up to my standards of what I thought it would be. It is constantly stuck at 99% usage, even when nothing is going on, and im not even playing a game. I tried uninstalling the drivers and reinstalling, but nothing helped. Why is it doing this?!?!
