I wanted to ask if i can somehow force my 2nd HD 5770 to always work?

No cannot it depends upon games and resolution you play.whenever games needs 2nd gpu then only it will utilize.

A lot of games don't take advantage of crossfire - that's just one of the many reasons why it's better to get a single, more powerful card.

It's more practical to run one card. It looks amazing having two cards but in the end it doesn't always result that way. My guess would be that he's had these cards a while though so its a little hard to say what he should do but yea in practice one single card will probably be preferred unless you have something that can power it or test it rather like multi monitors or 3D.
