Graphics are choppy help!

Hey all first off here are my computer specs(Built in summer of 2012):

Video Card: XFX Radeon HD 6950 2GB Video Card

When I play games such as Borderlands 2 or even dead space the graphics are choppy, especially during the cut scenes. I know that it is not my graphics card because my fps reads above 50 and I have tried swapping out my XFX 6950 with a XFX DD Radeon HD 7970 3GB with no improvements. I am planning on reformatting my desktop soon to see if it was something I installed but before I will do that I was hoping someone could help me out.

You've double checked that the monitor is plugged into the graphics card, not the motherboard? (It's a pretty common error.)

Have you done a clean install of your video drivers?

I personally like to reinstall windows every couple of months, but I know that's too much for some.

And the magic question: has your computer always done this, if if not, when did it start? What changes have you made to your system? including software installation.

hey guys thanks for the help tips, I recently reformatted my comp and reinstalled the graphics driver and now it works flawlessly.
