Graphics are choppy help!

Hey all first off here are my computer specs(Built in summer of 2012):

When I play games such as Borderlands 2 or even dead space the graphics are choppy, especially during the cut scenes. I know that it is not my graphics card because my fps reads above 50 and I have tried swapping out my XFX 6950 with a XFX DD Radeon HD 7970 3GB with no improvements. I am planning on reformatting my desktop soon to see if it was something I installed but before I will do that I was hoping someone could help me out.
 
I personally like to reinstall windows every couple of months, but I know that's too much for some.

And the magic question: has your computer always done this, if if not, when did it start? What changes have you made to your system? including software installation.
