System won't boot

I just recently purchased everything I needed to build my first pc. When trying to boot the computer for the first time it started up and then turned off within the first 15s with only showing a brief picture on the monitor. First I thought it might be a RAM issue since the motherboard manual did not have the RAM I purchased in its compatibility list. I then went ahead and ordered new RAM that was on the list and I am left off with the same problem.
I have also went ahead and done the USB Flashback to update the BIOS due to other posts saying that the AMD FX-8350 will not work with the Sabertooth 990FX without it.
I've checked everything to make sure everything is seated. I'm currently at the point that something isn't working correctly but need help figuring out which component it is. My first guess it the CPU but since I'm a noob I am not sure.
Other info- When starting it up both the RAM LED and CPU LED light and flash a few times then go out until the BOOT_Device LED stays lit up for a few seconds and then cuts off with one final CPU LED flash and the totally shuts off.

CPU- AMD FX-8350
Motherboard- Asus Sabertooth 990FX R2.0
RAM- Corsair Vengence 8GB 1866MHz (Current RAM)
CPU Cooler-Cooler Master Hyper 212 Evo
PSU- Cooler Master GX 750W Bronze
Graphics Card- EVGA Geforce GTX 670 FTW

always start a build "bread board" only connect ram and psu (i just brought the asus crosshair and 8350 also) the problem could be sue to having the graphics card installed for first boot keep clearing cmos until it boots.

1) Update bios(if possible)

2) Clear Cmos, do this if you cant start or have messed with the bios (don’t forget to unplug the computer from the wall and let it sit for few minutes, if you don’t have a jumper than remove the battery make sure the computer is unplugged and let it for about10 minutes before putting the battery back in)

3) Check your psu

4) Make sure your computer is hooked up correctly

7) If all else fails then try a gpu, Ram, or psu from another computer
