Hello,
Considering that there is an IP address 115.62.11.09
then
1. what does each number stand for? eg 115
2. what does IANA do?

That should enlighten you!
IANA distributes public IP addresses (IP addresses issued for public networks like the internet). What you use at home is arivate network where you can asign any IP address you like yourself.

We need a "Homework" section in the forums I think. Where all the answers are "look it up in a library or any of the 4 million web pages setup for your topic".
