System Upgrade or Replacement time, advice needed

My graphics card appears to be acting up (freeze, crash etc.., on games that have had no issue before, temp replacement card fixed problem) and this has given me the itch to upgrade my computer. This will be my first upgrade since assembling the computer in 2009. Budget is important to me and keeping the cost as closer to $1,000 than $1,500 would be nice.

I am looking for advice as to what to upgrade, in which order, taking into consideration age, potential bottlenecks, and value for the money when replacing parts. If I should replace the CPU to the limits of the current Motherboard or take this opportunity to replace it as well, cost is a consideration. I do not over clock or tweak any settings manly because it is outside of my current skill set. It is also ok to tell me there is nothing worth saving from the current computer.

One option I am considering is to make this “new” computer a dual boot Windows 7 / XP, another option is to keep it as a XP only and deal with OS upgrade another day, or bite the bullet and make it a Win 7 only (assuming all my old software will actually work in Win 7).

Uses; general office use + games such as Civ 4, WoW, Guild Wars 2, (sometimes old games in a Dos Box) etc… very rarely if ever play an FPS.

i see some parts can be reused :
- PSU silencer 750w
- case antec
- hdd 640GB
- DVD burner

things to upgrade :
- cpu to intel i5
- mobo to h77
- graphic card to gtx 660 or radeon 7870
- 128GB ssd
- 2x4GB 1600 ram
- win 7 64 bit OS

do you agree ?

Thank you.. why I am thinking of a dual boot system. Keeping XP for some legacy programs and Win 7 for most everything else.

Unless of course the "virtual XP" is just as good as a Dual Boot.

And Windows 8 should or should not be considered?

Thoughts?

Update:
Found this link for "Hyper V" - it appears to be the way to run XP software in Win 8. Does it compare well with Win 7 XP Mode?
