First Build, best value/performance?

Hi there! I am about to pull the trigger on my first build, I'm tired of trying to scrounge together fps on my laptop. I have a couple of questions that I hope you veterans can answer:
1. Regarding my cpu/mobo/gpu selection, is this the best value (can I get the same performance for cheaper?) and the best performance (can I get better results without spending more $?)
2. Windows 7 or 8?
3. Any other suggestions? (PSU, monitor, case etc.)
Here's the setup, it's based mostly on the System Builder $600 Gaming PC article:

You are overpaying for the ram. Don't pay more than about $50 for 8gb.

Get a better quality psu. That one is absolutely horrible. I recommend the corsair cx 500 or cx 600, or the xfx 550w, they'll work just fine.

That case doesn't have usb 3.0, but I suppose that isn't necessary.

That is a good gpu, but it's out of stock. Go for the sapphire 7870xt instead.

If you don't plan on doing crossfire, that mobo is fine, but if you do, get one that has 2 pcie x16 lanes.

I probably forgot something but hopefully someone else will catch it.

Oh i didn't really answer the questions...

1. That's a pretty good cpu, you could do better if you spent more, but I'm not trying to make you. As for the mobo and ram, I answered that in my first post.

2. It's really down to preference. Performance will not really be affected. I personally prefer 7.

3. That's a huge monitor, but it's up to you with what you want to get for that. You could get a smaller one and put that cash towards a 3570k and a z77 mobo.

Thanks for the heads up on the psu, I had a feeling that I was being too cheap there. Also good call on the gpu, I'm glad I won't have to wait around for it to be restocked. Interesting idea on the smaller monitor/z77 tradeoff, it seems like that would be the way to go if I wanted to do some real upgrading down the road. Would the 3570k make that much of a difference with the single 7870xt though? Thanks for the help!
