New 7950, DVI monitor not working

I just upgraded my 550ti to the Sapphire Radeon HD 7950 Boost. I plugged my tv in the HDMI and my monitor to the DVI, however i get no signal on my monitor. After checking the cables i saw that the dvi cable im using is single link, could this be the cause of the issue? It's a 23" LED monitor. The video on my tv works fine. I ordered a dual link DVI cable anyways because i want to be using one regardless, but just wondering what the source of this issue may be.

Another issue ive had is on my old card, the pc thought my TV was the primary monitor, i chanced the windows settings to make sure the monitor was primary but post, bios and windows loading would only show up on my tv until it got to the desktop and then it would go on the monitor. How do I fix this?
