Someone has hacked and added me on a network

my computers have been hacked, and the person has made a network and made themselves network administrator of all my computers, as well as my moms and my business computers. they add and remove files whenever they feel like it take files from my moms pc and add them to my laptop, deny me access to files and programs etc. ive tried reinstalling windows, it pretends its formatting and reinstalling but the hacker is still on my pcs how can i completely get rid of them?? please help it is effecting me being able to run my business!!!!

Seems to me that it isnt a hacker, but a virus. If it's a hacker, i think you might just want to unplug your network, and you can try formatting your PC. If you unplugged it, and the hacker is still able to continue with what he/she is doing... you might wanna consider moving house / changing a new pc. There's ghost either in your house or your pc.
