Broken card?

Hi guys,

Got a new (well that's what they said..) graphics card from ebay and was wondering if you could help me find out whats wrong with it. Its an evga GTX 260 REV 1.0, running it on a decent 600W PSU.

The screen comes up with the following:

Yep that card is broken all right.

thats why after getting burnt on ebay 2/2 times buying VGA I buy from the shop now.
