Gigabyte AMD Radeon HD 7750 is the card damaged ?

I just built a new system installed everything boots up everything is fine here is the problem:
when i watch movies and play games there is what looks like static or white noise effect or something that rolls across the screen vertically it is about 2 inches wide... please help...?

here's my specs:
Intel E5700 3.0GHz
Gigabyte AMD Radeon HD 7750 1GB DDR5
550 W psu
4 GB DDR2 Ram...
Windows 7 Ultimate 64 bit

also i have tested another card the Geforce GTX 550 ti 2GB DDR5 and tjhis card does not do it

Update you bios to latest

ok will try that thanks but its all new. brand new mother board asswell

Just download bios from mobo's website and install
