Is my HD 7750 faulty ?

i just built a new system... here is the specs:

Intel Core i3-2130 CPU @ 3.40GHz
4.00 GB DDR3 ram
AMD Radeon HD 7750 DDR5
Windows 8 pro 64 bit

here is the problem whenever I play a game or watch a movie I see these white speckles almost blink white small dot every where in the dark areas what can I do ?

here is what I already tried :
tested another graphics card a GeForce GTX 550ti 2GB DDR5 and it does not happen with that card also I have tried windows 7 same thing, I also tried updating everything graphics drivers and bios... what can I do is the card faulty ? it is a day old should I send it back ?

I think so, I'd try to get it returned/RMA'd, it can't hurt to get a new one if you are seeing artifacts.

edit: just noticed you ran a 550ti so its prolly not psu related

I tried with a 550 W and a 450 W both gave the same results
