Radeon HIS 7970 Overheating on Idle?

Hi,
I recently purchased a Radeon 7970, I have installed it in my PC and it has been working fine it works perfectly in games so fourth, but when it is just idling on the desktop, it reaches like 80 degrees and the fans start going crazy (like a jet is taking off in my room), I'm gonna take a wild guess and say that this is not normal.

Also when it is just idling and I am browsing the internet, or something, the task bar has these blue square things that flicker around and flash randomly, as soon as I click on the task bar they disappear, but when i click off of it, they are straight back, I have taken a photo for you to see as they do not appear in screenshots.

Sounds and looks like a defective card to me.
You can try some troubleshooting, but if all else fails, make sure to RMA that before the period expires.

Hi, thanks for your reply

I thought it might be, however I have just installed Windows 8, and it hasnt over heated or had the blue squares yet, but I have not yet installed the drivers as they are still downloading.

I will keep this situation posted, when I have installed them.
