Sudden performance dip

I have an asus radeon hd 4870 that used to run like a champ until my PSU died (my fault for going for the cheapest 650 watt i could find). When the PSU died could it had damaged my card to the point of terrible all around performance? I'm probally not wording this right but in short:

the psu dies
i get another one rma'd
the card works still
that one dies in an hour
i buy a good psu from corsair (550 watt and the card requires a minimum of 500)
card's performance is poor

when i say poor i mean 10 frames on planet side 2 at medium with constant freezes

the processor is a phenom II 945 and the computer also has 8 gb of DDR3

any ideas why the card is acting sluggish or do you think its just gone?

the card, for some reason, can actually get up to 50 fps but with the freezing still happening

when i used the second psu (the one that only lasted about an hour) it eliminated the screen freezing.

For anyone who may have this issue, its resolved now. If it happens on an older model card (and i mean that relevant to when this was said) check your settings with windows aero and re install catalyst.
