I'm looking for a low-end device that can be placed between the TV
inputs on his stereo and the cables that are going in there now.
The goal here is to compress the dynamic range of the sound from the
TV so he can hear the quiet passages while not having to crank the
volume up to obnoxious levels.

Different kinds of compressors abound in musical instrument gadgets.
You might be able to find something inexpensive with exactly the
features you want. Check out www.musiciansfriend.com for practically
every brand. There are little "pedal" sized gadgets which run on
battery or 9 VDC wall wart, all the way to rack mount sized stereo
units (Behringer has some bargains).
Figuring out what these gadgets do may be more of a challenge, but
more and more of the manufacturers are putting their owners manuals
online.
A "compressor pedal" for guitar often has a setting that makes it
behave a lot like an AGC.
The other place to look is the ham radio literature, perhaps Ramsey
Electronics for starters.

Sure. One relatively low-cost example of this would be a Behringer 1424.
