Radeon 7870 sli help

I have two radeon 7870s sli. Whenever I start a game both video cards are on and running. When I quit a game, one turns off (no fans running and gives me no info of the gpu temp or speed) and the one my monitor is plugged into stays on. I was wondering if this was a normal thing.

Its crossfire not sli. Sli is NVIDIAs multi GPU tech
