First pc build, low FPS?

Hello everyone, I recently built my first PC because I wanted to run high end games, here are the specs
AMD FX-8120 8-core @3.1MHz
VTX AMD Radeon HD 7950 x-edition
AsRock 970 extreme3 motherboard
8gb ram
The first game I tested was borderlands 2 which ran at a constant 60fps. Today I tried new vegas with max settings at 1080p, some areas ran at 55-60fps, but most areas I was getting 15-30fps! I tried lowering the AA and such but it didn't help. I thought my system would be able to handle games like this fine! Could anyone give me some advice?

GPU is running at 42 C
CPU is at 30 C
motherboard is at 37 C
I just tried running new vegas, it was running at about 15fps and the GPU was under 13% load.
I also tried running the kombustor benchmark utility, it started off at about 100fps but by the end when lots of objects started to appear it dropped way down to 11, gpu load percent was switching rapidly from the 90s to the 50s

Use furmark. It might have a throttling issue. On furmark it tells you if it is throttling.So I did what you said and ran furmark and it gave me this score...

So what does this mean? What am I going to have to do to fix my issue?
