I have fans, the actual video card has a fan, it's all clean, I have the latest drivers, I reapplied the thermal paste. And it sits around 70C idle, and will go up to around 80C when running most games. Some games even higher which will cause the PC to shut down so it doesn't overheat.
I really don't know what to do, I tried everything but it still overheats. Anyone know why?

I see, so the best thing would be to just get a new video card? Thanks for the information either way.
