Is my psu good enough for hd 7870

I was planning to upgrade my gpu from hd 6450 to 7870 but is my psu good enough for that
( touchmate 450w ) brand
heres some more info about my config....

btw, can a pci express 3.0 card fit in 2.0 slot

core 2 quad q9400 2.6
4gb ddr2 croisar
500 gb Seagate
motherboard : gigabyte g31m-es2c with latest FJ bios

and my psu ( toucmate model atx - 450w p4 )
+ 12 ,-12 .....16A .....

yes a pci 3 can fit in a two its not size its bandwith and your psu will be enough
