I want to switch out my geforce 8400 gs for something better, but I don't understand how pcie 1.0 2.0 and 3.0 are different, so what can I put in there in place of the 8400 gs that will bump my capability? I am looking for something on the cheap.

Each time you go up a step of PCIe, you go up in speed. However, almost all cards (2.1 aside) are backwards compatible - if you want cheap, I'd look at a GT 250; you can get one for $40 or so on ebay.

v1.x: 4 GB/s (40 GT/s) (obsolete)
v2.x: 8 GB/s (80 GT/s) (coming to an end soon)
v3.0: 15.75 GB/s (128 GT/s) (future)
really a difference of communication speed

What motherboard do you have?

I think your PSU will be your main limiting factor what is the model number of it? I think your best card, assuming it is a poor quality PSU, would be a AMD 7750 or maybe a AMD 7770. They will cost you around $90-130.
