Cookie Index File

I routinely flush all cookies on a daily basis, but windows
will not allow the Index File to be deleted and its my understanding that after a period of time, say 2 years, this Index File can become overly bloated which can cause system
problems and slowness. Since I am not that familiar with DOS, would someone please explain or show me the exact command prompts to enter in DOS to cleanup this Index File.
