GTX 560 Ti running at PCI-E 2.0 4x instead of 16x

Hello, I just got a new processor/mobo/RAM upgrade and my GTX 560 Ti is somehow running at PCI-E 2.0 4x. (During GPU-Z rendering test)

Any ideas why it's running at 2.0 4x (I'd at least expect it to be at 2.0 16x) in a PCI-E 3.0 16x slot? (On idle it's at PCI-E 1.1 4x)

My hardware:

i5 3570K @ Stock
2 x 4GB Corsair Vengeance DDR3 @ 1600
ASUS Z77 Maximus V Gene
Gigabyte Windforce x2 GTX 560 Ti OC
Corsair CX600 V2

That is weird. Try this run something like kombuster or furmark in the background and see if the bandwidth changes maybe the card is scaling back during times of idle usage. My card on gpu shows at working at 1.1 speeds in idle usage and goes up to 2.0 while running something intensive.
