WiFi rendered useless by Roaming

How can I allow AND prevent connection to wireless
networks based on their BSSID(MAC Address), when
their SSID(default/custom name) is the same and
changing SSID is absolutely NOT an option?
Physicaly moving closer to the Preferred Network
Wireless Access Point is also absolutely NOT an
option. i.e.

Allow connect/reconnect to:
SSID - Linksys
BSSID - AA-AA-AA-AA-AA-AA
and
Prevent connection to:
SSID - Linksys
BSSID - BB-BB-BB-BB-BB-BB
and
Prevent connection to:
SSID - Linksys
BSSID - CC-CC-CC-CC-CC-CC

I understand that with Roaming there can be multiple
WAPs on one Network(multiple BSSIDs on one SSID),
but these are totally separate Networks that just
happen to have the same name.

This seems like it might be done by
Connection Manager Software with options for
"Do Not Connect To Non-Preferred Network BSSIDs" or
"BSSID specific Roaming" but I haven't found
anything that does this properly. I've tried
WiFi Hopper and WirelessMon, two programs that
support connecting via BSSID, but they still jump
to other BSSIDs if Preferred Network disconnects.

To make a simple comparison...
Roaming around connecting parts to cars willy-nilly
may work and actually be desireable in situations
like factory production lines or hill-jack-
hack-shacks but the average user is more likely to
make parts connections based on a car's VIN#
regardless of whether or not it has the same
default/custom color as another car.
WiFi should be no different, with Roaming being a
Secondary Option When Desireable, NOT the default
overriding function.
