Monitor flickers (tons of white lines, can barely see Windows behind)

Hello, lately my monitor has sometimes begin to flicker white tons of white lines, yet it is not frozen, I can still move my cursor and etc. in the background (sounds are all working fine), but will freeze soon enough, so I have to reboot.

Just now, after flickering and etc. I got a blue screen saying "display driver has stopped working/responding and could not recover it"?

What do you think the problem is? My monitor, my graphics card, drivers? Thanks!

- I have a Sapphire Radeon HD 7950 3GB and a BenQ RL2450HT monitor.

Okay, I did a little test regarding temp. When I crashed, I was playing Far Cry 3, I just ran through it again and my max GPU temperature was 67 and my max CPU was 60. When idle, both of these are in the 40's.

Also, I have the latest drivers, 13.1.
