Live video stream stutters (not buffering issue)

Hey folks, got a problem here with streaming videos that I was hoping to get some help with.

The problem only occurs when it's a live feed, not things like YouTube, Facebook video, DailyMotion, etc.

Basically, the video would "pause" for anywhere between 1 - 5 seconds, sometimes longer. I do not believe this is a buffering issue since the audio keeps playing. The computer display is not frozen either, that is, I can move the mouse, Alt+Tab, etc. I do not experience problems playing locally stored video (DVD, hard drive) either. I also don't think it's my internet since I am not experiencing this issue after testing it with multiple other devices. The problem is also unlikely to be with the feed itself, since it happens with every feed I've tried on this computer, while those feeds work fine on the other test computers. I've tried Firefox, Chrome, and IE, same problem on all three browsers.

Does anyone have a potential solution or even what may be the cause (ex. video card, network card, etc).

I'm not even sure this belongs in this section since I have no clue what the cause is, but this seemed to make most sense.

Tried to do an online search, but I'm just getting flooded with information on buffering issues (where video and audio both stop and the buffering circles rear their ugly heads).
