How can I tell that my bluetooth is turned on?

Is that for laptop or desktop?

If it is for desktop, see if you can pick it up with another bluetooth device, if not - have a look in the bluetooth settings on the computer and see if it has any discoverable options.
Turn the discovery on and then try again.
