Bottleneck or it's the "game's" problem

My specs are:
FX-8150 (OC to 4.2ghz)
MSI 970a-G46
16gb Corsair Vengance 1600mhz
CF 7970
AX850

Hello guys. So I just received my 2nd 7970 it's been working great on every game except for Battlefield 3. I figured since a single 7970's gpu usage is always at more than 90% while having my CPU usage 50-60% that I needed a 2nd card.

Now that I have it I tested it on Metro 2033, Crysis 2, Far Cry 3 and Battlefield 3. Both Metro 2033 and Crysis 2 uses both card at the max unless I turn vsync on but Battlefield 3 and Far cry 3 usually hovers at 50-80% GPU on both cards. My FPS on Metro usually never drop below 90 and Crysis 2 never drop below 70, CPU usage is still about 60-75% including BF3 and Far Cry 3
 
You'll never really max out both at the same time, only game I've found that hits both hard is Crysis 3. Its a bad thing to have 99% CPU usage as it means your GPU is having to wait to produce frames, but 99% GPU usage means all is good.
