CCC no current settings error

Hello,
My Dell Inspiron R15 SE recently had a BSOD and since i installed Windows 8 back onto my pc, i lost the catalyst control center option. So i downloaded it from AMD's site but evertime i try to open it, it give the following error:

'Catalyst Control Center cannot be started. There are currently no settings that can be configured using Catalyst Control Center.'
