How do i configure tv settings in xp ?

bought s-video cord, old computer and tv, when I go to properties/settings can drag 1/2 monitors around (?) but can't figure out how to install and/or config tv to watch movies. Nowhere does it say anything about tv or settings

In properties/settings, it should be just a matter of right-clicking on "2" (assuming this is your TV) and selecting "enable" and in "Extended" mode. Once your TV is showing your desktop background, you should be able to just drag your media player over to that screen and watch your movies.
