Can we connect led monitor directly with TV tuner card without PC

Generally TV Tuner cards need an OS, drivers, and a socket to plug into to run. So no you cannot do that, what you can do is buy one of those roku, or Apple TV boxes and hook it up to that.

Another way of putting it is: Use a device that is meant to run as a stand alone, if you purchase a product that says on the back "system requirements: windows XP/7/8" then its not stand alone.
