Did i get a dead video card zotac gtx 570

I just got a zotac gtx 570 from microcenter i install the card when i try to test with evga precision it downclocks even on stock setting so i try to overclock it samething i updated the driver n nothing n install older driver same isssue i think i have a dead card from factory here are my specs mind this is for a zotac gtx 570 not the evga 550 ti that is on my specs

make sure mb runnng the newest bios f10a. in the nvidia control panel there two setings one for 2 monitors and one for performace/power. make sure if your using one monitor the card set to one monitor and performace. also make sure all the power plugs on the video card are on tight. if the card is starving for power it going to declock it self.
