GPU not being utilized fully

I've been having issues with my gpu not being fully utilized and not having consistent fps when gaming. I can play far cry 3, BF3, GW2, and Crysis 2, and Skyrim on max settings. It's what each game recommends I play on. However I notice a pretty steady fps rate of 40-60. It's quite frustrating since I've tried everything I can think of to get it to work. I downloaded Nvidia's most recent driver to see if that helped. When I loaded up FC3 the fps had jumped to 60-80 which was great, I was even getting 100 fps on some indoor areas, however I noticed a very small amount of stuttering with antialiasing turned on. When I check my CPU usage it's hovering at about 40-50% whereas my gpu is only being utilized 70%. I waqs just wondering if anyone knew something that I didn't to get a more acceptable fps rate.

650W PSU

Any help would be greatly appreciated, aside from the obvious "get yourself a 3770k".

Either bottleneck, I doubt that. You also needs to know that fps fluctuates up.

it may be the game itself. and no, a 3770k is not worth it in gaming

Sounds like you're cpu bottlenecked and the games with the problems aren't able to use all the cores of the 6300.
