Is it the PSU? Or the Card?

Hey there,
It's nice to be back here after a while. This time I'm gonna ask a question. I'm running a fine build right now, here are the specifications -

Intel Core i7 3770K Ivy Bridge
ASUS Maximus V Extreme Z77
G.Skill RipJaws X 8GB (4GBx2) 1600Mhz
G.Skill RipJaws X 16GB (8GBx2) 1600Mhz
(Yeah I know its weird to have two different RAM kits but they work perfectly together)
Sapphire HD Radeon 6950 2GB DDR5
WD Caviar Black 1TB
Seagate Baracuda XT 1TB
WD Caviar Green 2TB
WD Caviar Green 2TB
Corsair Extreme Liquid Cooling - H100
CoolerMaster Extreme 700W PSU
Asus 24X DVD RW
Corsair Carbide 500R
Corsair H100 - Stock fans
ASUS Wifi/Bluetooth 4.0 Combo (With mobo)
SIX Fans (5 - 140mm, 1 200mm)
Acer AL2216W Monitor - 1680x1050 (-.-)

Also note that my computer is always @ 4700mhz.

Now, the thing is. Some games stagger a bit. Probably micro stuttering. It's pretty annoying. I tried as hard as possible to look for a solution myself but wasn't able to.
Also, as you may be knowing, the Sapphire HD6950 is capable of being unlocked to 6970. So I kept trying to do so but wasn't successful therefore I might've screwed up the bios a little. If anyone has the stock bios, please let me know. Currently I've flashed the stock bios which is available @ TechPowerUp.

Many people told me over here that the PSU sucks. Well yeah, it's old. I grabbed it from my old computer and put it in this one. I used the PSU calculator at thermaltake's website and the recommended PSU wattage came out to be - 843w. :\ And I'm running a 700w one right now, that too not a good one, yeah?

Another thing, the computer is not really performing like it should. It's KIND OF .. slow? I don't know, saying that it's "slow" is a bit exaggerated. I mean, it's fast, it is. But sometime it just hangs for about 6-7 seconds (I keep my windows clean, so that's not the issue). Also note that I will be buying the Samsung 840 SSD afterwards so no need to mention that.

Anyway, help me out here?

That's a horrible PSU for this kind of build . I'd recommend a Corsair HX 850W . I also think the 6950 is quite old already . I'd recommend a HD 7870 / 7950 for this build .
